  •  Closes two Milwaukee-area juvenile detention facilities, moving 70% of juvenile offenders to a location more than four hours away from their home and resulting in the elimination of 269 full-time equivalent positions. Two juvenile detention facilities near Milwaukee - Ethan Allen School for Boys in Waukesha County and Southern Oaks Girls School in Racine County - will be closed to help erase the state's budget deficit, and the juvenile offenders will be moved to consolidated operations at the Lincoln Hills School in Lincoln County, a four-hour drive from the Milwaukee area. Seventy percent of the juveniles incarcerated at the facilities are from the Milwaukee area. According to two members of a panel appointed by former Governor Jim Doyle, closing Ethan Allen would make it difficult for family members of those incarcerated to make the nearly four-hour trip from the Milwaukee area to Lincoln Hills for visits, which is damaging to rehabilitation efforts.
